Environmental Impact Assessment (EIA)

Department of Environment (DOE) requires all activities listed in Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order 1987 to be established with an Environmental Impact Assessment (EIA) Report to assess the feasibility and potential environmental impacts of the proposed project to its surrounding environment and to recommend practicable mitigation measures prior to
its construction / project implementation.

An Environmental Management Plan (EMP) prepared for the project will then serve as a guideline for environmental management throughout the project before and during construction as well as during operation with reference to the EIA Conditions of Approval and other relevant regulations.

Similarly, Natural Resources and Environment Board (NREB) requires all activities listed in the First Schedule of The Natural Resources and Environment Ordinance (Prescribed Activities) Order, 1994 to be established with the EIA and EMP reports.

Indeed, it is a legal obligation for the Project Proponent to establish the EIA and EMP reports based on the requirements of the said regulations, whichever is applicable to the proposed project.

The primary objective of an EMP is to identify significant environmental aspects attributable to a project during its three phases of implementation. An EMP also provides a guideline for identifying the major environmental management considerations for a project, such as the specific requirements for the long-term monitoring of environmental performance.
